School Community Council Minutes

September 27, 2016

Present: DeAnna Lloyd, Rich Goates, Lorrie Gines, Monica Cox, Serena Hayes, Jackie Bluth, Laura Blodgett, Alison Lowe, Jill Winterrose

Excused: Jason Long

  1. Welcome and Approval of Minutes

    1. DeAnna Lloyd welcomed everyone and thanked them for their service on the council. She then asked that everyone introduce themselves.

    3. Minutes from April 12, 2016 meeting were provided to members prior to the meeting. Serena Hayes made the motion to accept the minutes; Lorie Gines seconded the motion with all members present voting yes.

  3. Roles and Responsibilities of Council

    1. DeAnna Lloyd provided those present with a copy of the checklist for parent members outlining their responsibilities. She instructed members that the school land trust website is a resource available to them. One of the major responsibilities of the community council is to review the School Land Trust Plan and insure that it meets the needs for the current school year and the students of the school. DeAnna noted that Digital Citizenship is a new responsibility of the council and also the school improvement plan.

    3. DeAnna went over the handout of the Timeline for the School Community Council and the School Land Trust Program. Rich Goates posed the question of who the council could reach out to change the timeline of when the plan is written. A discussion ensued about how difficult it is to write a plan based on test results that are not available until after the plan is due. They also had questions about the new elementary being built and how they would be writing a plan for a school and students who may or may not be their school the following year.

  5. Election of Chair and Vice Chair

    1. Jackie Bluth nominated Richard Goates for council chairman. Laura Blodgett seconded. The vote was unanimous with all members present voting in favor.

    3. Rich Goates nominated Laura Blodgett as vice chair. Jackie Bluth seconded the motion. The vote was unanimous with all members present voting in favor.

  7. Appointment of Parent Member

    1. DeAnna explained that because parent members of the council must have at least a two-member majority the parents would need to appoint another parent member. Jackie Bluth suggested Summer Anderson. DeAnna Lloyd said another possibility could be the president or president-elect of the PTA. Rich Goates then suggested Tauni Dahl, PTA president-elect. Alison Lowe suggested Scott Phillips. DeAnna was asked to contact the suggested persons in the order they were given and ask one to serve on the council.

  9. Meeting Schedule for the Year and Next Meeting

    1. After discussing the pros and cons of meeting times and dates, it was decided that the council would meet on the 4th Wednesday of each month at 7:00 am. The October meeting will be held on October 19th to meet the requirements of the Timeline.

  11. Collection of Data for Website

    1. DeAnna explained that school test scores are available at www.school.utah.gov under Data Gateway. She then showed the council Heber Valley Elementary test scores compared to the state and the district. She also went over her concerns and the steps she is taking to help the teachers make the needed improvements for the students.

    3. Laura Blodgett expressed a concern regarding a disconnect teachers have with parents regarding the curriculum expectations. She would like to see parents and teachers working together to help students reach their goals.

    5. Questions were asked about the SAGE test and how it compares to other tests. DeAnna explained the differences in the tests. She is working with her staff and asking that the school have an 80% understanding on a skill. Demographics were discussed and DeAnna said she will provide the school demographics for the next meeting and a breakdown of the areas where the school is weak and needs improvement.
